May 1-2, 2007 - In conjunction with the Panhandle Partnership
for Health and Human Services Training Academy, the Panhandle
Public Health District is taking names for the ToPs TRAINING TO
BE HELD IN SCOTTSBLUFF. Each class can accept up to 30 people.
If you were to take this training in Omaha it would cost
$545.00 Because this is running through PPHHS’s Training
Academy, the only registration cost to you or your employer is
$50.00 Cost for non- PPHHS members is $360.00We anticipate that this class will fill up
very quickly, as there was a huge demand when this class was
offered last fall.. We will maintain a waiting list in case of
cancellations and also to plan for future opportunities. If you

Technology of Participation (ToP) is a
unique method of facilitation, developed by the Institute of
Cultural Affairs, Inc. ToP courses provide participants with
the skills for creating and sustaining a climate of involvement
in the workplace and the community. Participants experience the
methods of participation, talk about the theory behind them in
small groups, and then get feedback on their own unique styles
and skills. Participants leave the course ready to immediately
apply what they have learned. Each course comes with a
comprehensive participant workbook, which becomes a practical
tool for future use.
ToP methods use innovative approaches,
which have been extensively researched and field tested for more
than 30 years and are supported by practical results that have
proven sustainable over time. Leaders gain a renewed confidence
in their capability to support participative approached and
strategies in their organization and communities.
Group Facilitation methods (two days)
training is an intensive method transfer course for facilitators
to learn the three collaborative methods that are the foundation
of the Technology of Participation: Focused Conversation, the
Consensus Workshop method, and Action Planning.
Focused Conversation participants
learn and practice a method of mastering the art of leading
groups and involving group members in in-depth discussions on
significant and often difficult issues.
Consensus workshop participants
learn and practice skills for building group consensus and
mobilizing action on critical priorities and thereby increase
team effectiveness.
Action Planning participants
learn and practice a method for helping groups to pull together
an action plan quickly and collaboratively from vision to
implementation.
Target audience; people who
are actively involved in the leadership and facilitation of
groups and teams including supervisors, executive directors,
managers, professional facilitators, private consultants,
training managers, educators, health practitioners, community
specialist, concerned citizens and team members in high
performance environments who need increased exposure to group
participation methods.

WNHIE Monthly Update for November
The Western Nebraska Health
Information Exchange is on the move! There are so many exciting
developments that it is hard to communicate all the activity only
through our scheduled team meetings. So, we are launching a new,
monthly email that will update everyone on the most important
highlights, decision points, and upcoming events. This month's
update includes:
1. Work and Training
at the Regional Teams Meeting
2. Drafting our Request for Proposals
3. Governance and Legal Entity Decision-making
4. Nationally-recognized Trainings

1. Work and Training at the Regional Teams Meeting. Our teams
met in Bridgeport on October 4 for a joint meeting. The work of the
group included:
a. Training on issuing and managing any type of Request for
Proposal solicitation
b. Confirmation of the Request for Proposal process
specifically for the WNHIE
c. Review of Code of Conduct for any communications with
potential vendors (to be forwarded to the Steering Committee for
further distribution)
d. Hearing an update on Portal rollout and upcoming trainings
that are scheduled for partner organizations (contact Lisa Bewley if
you want additional information)
The next meeting of the Regional Teams will be a Telehealth Video
Conference on December 13 from 1 - 2:30 pm.
2. Drafting our
Request for Proposals (RFP). A confidential draft of the RFP has
been emailed to all members of the Regional Teams. Feedback on
changes to the draft were solicited during the Regional Teams
Meeting on Oct. 4 and announced via email following the meeting. The
final steps that must be accomplished before issuing the RFP are:
a. Making a recommendation about whether to include Administrative
Transactions as part of the RFP. The committee has met, consulted
with other health information exchanges, and will be making a
recommendation to the Steering Committee.
b. A few final details such as ensuring the Information Technology
survey is accurate (distributed at the Oct. 4 Teams Meeting) and
finalizing presumptive contract language for vendors to agree to.
b. Confirming the slate of vendors to whom the RFP will be sent.
The Steering Committee will make this decision.
c. Determination of the legal entity that will engage in a
contract with the selected vendor.
3. Governance and
Legal Entity Decision-making. The Steering Committee will meet on
October 31 for an important meeting to finalize the legal and
organizational vision for the WNHIE entity. Paul Smith of Davis,
Wright, Tremaine, our legal consultant with extensive expertise in
healthcare, will lead the meeting.
4.
Nationally-recognized Trainings. We have convened some extremely
well-received trainings to ensure that all our partners (and
potential partners!) are prepared to participate in a region-wide
health information exchange. Based on the enthusiastic response, we
have brought back the nationally-recognized certification program
for two, separate trainings.
A. Certified Professional in Health Information
Technology (CPHIT) - November 1-3, 2006
This course will be excellent for anyone wanting to know more
about all aspects of Health Information Technology (e.g.,
legal/regulatory, privacy/security, technology, planning for,
implementing, managing, and communicating to others outside the
Panhandle)
B. Certified Professional in Electronic Health Records
- December 5, 6 2006
This is the course for anyone who wants to know more about
how electronic health records are used for data management, patient
safety, care coordination, interoperability, knowledge management,
and document management

Bush: Healthcare IT can control costs, reduce errors
President Bush during his State of the Union address Tuesday
night called for greater use of electronic medical records and
other healthcare information technology as part of a larger
healthcare plan that includes expansion of health savings
accounts and medical liability reform.

Shaun Grannis, M.D., M.S.
Indiana University Department of Family Medicine
Dr.
Shaun Grannis is a Medical Informatics Researcher at the
Regenstrief Institute, Inc. and Assistant Professor of
Family Medicine at Indiana University School of Medicine,
where his research interests include developing,
implementing and studying technology to overcome the
challenges of integrating data from distributed systems for
use in health care delivery and research. Dr. Grannis
developed a patient record linkage algorithm using
cryptographically deidentified demographic data for use in
distributed clinical data networks. The goal of the linkage
algorithm is to maintain patient confidentiality while
providing researchers with access to clinically meaningful
data. He further extended and characterized this linkage
methodology using robust probabilistic techniques.
